Stormwater

Stormwater runoff is generated from rainfall and snowmelt that does not soak into the ground and flows over open land and impervious surfaces, such as streets, parking lots and rooftops.As it flows over the ground surface, the runoff picks up pollutants, including garbage, oils, chemicals and sediment, that can cause harm to receiving streams, rivers, lakes and coastal waters.Effective management of stormwater runoff can provide the following benefits:

1. Protection of wetlands and aquatic ecosystems
2. Improved quality of receiving waterbodies
3. Conservation of water resources
4. Protection of public health
5. Flood control

Amendments to the Clean Water Act established the National Pollution Discharge Elimination System (NPDES) stormwater program in order to implement measures to ensure that various pollutants are not discharged to the waters of the United States. The Illinois Environmental Protection Agency (IEPA) is authorized to implement the NPDES stormwater program for the State of Illinois and the Village of Bolingbrook is committed to the implementation of the necessary stormwater management measures to protect our local watersheds.

Under Phase II of the stormwater rules beginning in 2003, small municipal separate storm sewer systems (MS4s) must obtain a NPDES permit and implement 6 minimum control measures (MCMs).The Village of Bolingbrook’s MS4 is subject to Illinois Environmental Protection Agency (IEPA) General NPDES Permit ILRO and various best management practices (BMPs) have been enacted to implement the following MCMs:

• Public education and outreach
• Public participation/involvement
• Illicit discharge detection and elimination
• Construction site runoff control
• Post-construction runoff control
• Pollution prevention/good housekeeping
