Customer Services Billing Rights/ Responsibilities
Amendments to the Clean Water Act established the National Pollution Discharge Elimination System (NPDES) stormwater program in order to implement measures to ensure that various pollutants are not discharged to the waters of the United States. The Illinois Environmental Protection Agency (IEPA) is authorized to implement the NPDES stormwater program for the State of Illinois and the Village of Bolingbrook is committed to the implementation of the necessary stormwater management measures to protect our local watersheds.
Under Phase II of the stormwater rules beginning in 2003, small municipal separate storm sewer systems (MS4s) must obtain a NPDES permit and implement 6 minimum control measures (MCMs). The Village of Bolingbrook’s MS4 is subject to Illinois Environmental Protection Agency (IEPA) General NPDES Permit ILRO, and various best management practices (BMPs) have been enacted to implement the following MCMs:
- Public education and outreach
- Public participation/involvement
- Illicit discharge detection and elimination
- Construction site runoff control
- Post-construction runoff control
- Pollution prevention/good housekeeping
